議会開会から大正政変までの日本の政治体制は、藩閥官僚と政党、とりわけ自由党系が妥協することで安定していた。この体制を支えていたのが、第三党の吏党系政党である。第三党が議会のキャスティングボートを握って自由党系、改進党系の政治的突出を抑制することで、藩閥と政党の勢力均衡を作り出していた。しかし、吏党は次第にこの役割を放棄し、戦前二大政党を作り出した伊藤・桂新党運動に傾斜していく。本研究はこの吏党の戦略転換を地方政治の観点から捉えなおすことで、戦前二大政党が成立した社会的背景を検討するものである。令和4年度は山口県、熊本県の政治状況を把握するため、以下の作業を行った。第一に両県の地域新聞『防長新聞』、『九州日日新聞』の収集、第二に『防長新聞』、『九州日日新聞』に掲載されている両県の郡別投票数、『衆議院議員総選挙一覧』に記載されている全国的な第三党・中立・無所属候補への投票数のデータ入力、第三に国立国会図書館、山口県文書館での史料調査である。第一、第二の作業は謝金を用いて助力を得ながら作業を進めた。地域新聞の収集に関しては『防長新聞』については1900～1908年、『九州日日新聞』に関しては1890～1894年までの収集が完了した。選挙関係のデータ入力も順調に進んでおり、両県の郡別投票数については第1～12回総選挙まで完了し、おおよその県内の有権者の投票行動を把握することが可能となった。また、全国の自由党系、改進党系の二大政党以外の第三党・中立・無所属候補への投票数を第1～12回まで入力を完了した。これにより、山口県、熊本県の投票行動を全国的動向と比較して分析することが可能となった。山口県文書館での調査を5回行い、県内の有力政治家の書簡やビラ、日記などの1次史料を収集した。また、国立国会図書館憲政資料室に存在する山口県出身の有力政治家の関係文書についても史料収集を進めた。
