This study focuses in Growth Management Techniques and its effect on functional improvement on basic infrastructures such as road, park and sewerage. Following researches have fulfilled at this fiscal year.1) Development of analytical methodNew index that could measure infrastructure gaps are developed. Their perfomances have benn examined by using real data.2) Checking the possibilities of growth cap policyThis analytical method have applied to all cities in Kanto region. From this analysis, it is calrified that growth cap policies must be one of effective policies especially at flinge area of Kanto metropolitan area.3) Examination of Political CombinationThis analytical method is also applied for 67 major Japanese cities. The results shows the importance of non-growth management policies to minimaize gaps. Especially, it is shown that financial condition is the important factor to improve condition.

本研究的重点是增长管理技术及其对道路、公园和污水处理等基础设施功能改善的影响。本财年完成了以下研究： 1）分析方法的开发 开发了可以衡量基础设施差距的新指标。他们的表现已经通过使用真实数据进行了检验。2）检验增长上限政策的可能性这种分析方法已应用于关东地区的所有城市。从这一分析可以看出，增长上限政策必定是有效的政策之一，特别是在关东都市圈的边缘地区。3）政治组合的检验这种分析方法也适用于日本67个主要城市。结果显示了非增长管理政策对于最小化差距的重要性。尤其是，财务状况是改善状况的重要因素。
