本研究「保育所等による里親支援等を含む多機能モデル構築と専門職養成プログラムの開発」は，里親支援等を含む要支援児童への支援を，保育所等が担う可能性を探るものである。令和元年に児童相談所の児童虐待相談件数が19万件に急増し，適切な支援体制の構築が喫緊の課題とされている。令和2年度には，「保育所等における要支援児童等対応推進事業」が予算化され，保育士等が有する専門性を活かす子ども家庭支援が端緒についた。しかし，保育所等が社会的養護に関わる社会資源として検討されているものの，それらの可能性を探る研究は皆無である。要支援児童の日中の保育を担う保育所等が，支援に加わることの意義は大きい。そこで本研究は，里親支援等を含む要支援児童への支援を実現するための保育所等多機能モデルの構築を目指す。具体的には，保育ソーシャルワークの専門性と役割を明確化するとともに，専門職養成プログラムの開発について検討する。初年度は，フォスタリング支援におけるニーズと専門性について知見をまとめ，里親専門員を対象に聞き取りを実施した。聞き取りでは，支援における困難として，支援員の育成の難しさが大きくあげられた。また，保育者を対象とした「保育所等に期待する里親支援のニーズについて抽出するための質問紙調査」及び「保育所等に潜在的に存在している社会的養護に関する支援ニーズ抽出及び保育ソーシャルワークの専門性検討のための質問紙調査」の質問項目の精査を実施した。
