本研究の目的は、再生可能エネルギー事業が地域社会経済にもたらす効果に焦点をあて、この地域効果を最大限引き出す仕組みや地域アクターの関係性の解明することにある。初年度は、再エネの地域効果を引き出すために、地域新電力と自治体がどのような仕組みづくりを始めているかを知るために、山形県最上町の木質バイオマスを利用した熱供給事業や岩手県企業局が保有する水力発電を調査した。岩手県はこれまで、保有する水力電源を一括して随意契約で旧一般事業者に供給していたが、近年は公募プロポーザル方式に移行し、県内の地域新電力が応札するケースが出てきている。全電源を一括して公募に出すのではなく一部を切り出して公募に出すことによって、地域新電力の規模に合った活用ができるように工夫されており、間接的に地域新電力を育てることにつながっていることも明らかになった。さらに地域新電力と地元自治体の間で電力供給契約を結ぶことによって、地域新電力が一定規模の供給力を確保することの後押しとなっているとともに、地域新電力が自治体に安く環境価値を販売することによって、地元自治体のゼロカーボンシティの目標作成や達成の後押しとなっている。山形県最上町は、町の事業として間伐と間伐材の引き出しを行っている。施業は町内企業が行うが、集落ごとに間伐の意思確認などのコーディネートは町が請け負っており、この町の仲介が山林所有者の理解や協力を得やすい体制となっている。ここまでの2調査地は、いずれも地域事業者がエネルギー供給事業を行っているが、地域事業者を育て、その活動を後押しする役割を自治体が果たしていると評価できる。また再エネの環境価値が自治体の気候変動目標の達成に貢献する還流も見られており、再エネの地域効果を引き出す仕組みを検討する上で非常に重要な事例といえる。
