Inter-Regional Flow of Financial Resources in Russia

(1)我们研究了俄罗斯各地区的统计数据，包括地区GDP、对外贸易、硬通货收入、外国投资、预算和税收收入，并澄清了这些统计数据的各种问题。(2)我们分析了预算资源的区域间资金流动。特别是，我们调查了预算间的关系，包括联邦和地方预算之间的财政转移制度。本文还对地区预算进行了研究，并以莫斯科市、彼得堡市和诺夫哥罗德州等重要地区的预算为例进行了深入调查。(3)我们从家庭部门的角度考察了地区间的金融流动。我们分析了俄罗斯各地区的生活水平和就业数据，并显示了俄罗斯各地区家庭财政资源的分配不均。(4)我们从对外经济关系的角度分析了地区间的资金流动。我们深入调查了一个地区的对外贸易、硬通货收入、外国投资数据以及这些数据与该地区经济和金融表现之间的关系。我们对俄罗斯各地区石油和天然气出口收入的分布进行了专门研究，并证明了这种分布对于理解俄罗斯地区间资金流动的特殊性至关重要。(5)我们阐明了俄罗斯区域间资金流动的特点。我们强调了矿产资源在俄罗斯各地区之间的分布和一个地区对外经济关系的活跃程度等因素的重要性。我们还研究了区域间资金流动的这些特征如何影响俄罗斯整体的宏观经济表现。

(1) We examined statistics by regions in Russia, including regional GDP, foreign trade, hard currency receipts, foreign investments, budget and tax revenues, and clarified various problems of these statistics.(2) We analyzed inter-regional financial flows of budget resources. Especially, we investigated inter-budgetary relations, including the system of financial transfer between federal and regional budgets. We also made a research on regional budgets and as a case study we made a close investigation on budgets of such important regions as Moscow city, St. Petersburg city and Nizhnii Novgorod Oblast.(3) We investigated inter-regional financial flows from the viewpoint of household sector. We analyzed data on living standards and employment in Russian regions and showed the maldistribution of household's financial resources among Russian regions.(4) We analyzed inter-regional financial flows from the viewpoint of foreign economic relations. We thoroughly investigated data on foreign trade, hard currency receipts, foreign investments of a region and the relationship between these data and economic and financial performance of a given region. We made a special research on the distribution of oil and gas export earnings among Russian regions and demonstrated the critical importance of this distribution for the understanding of peculiarities of inter-regional financial flows in Russia.(5) We clarified the characteristics of inter-regional financial flows in Russia. We emphasized the importance of such factors as distribution of mineral resources among Russian regions and activeness of foreign economic relations in a region. We also investigated how these characteristics of inter-regional financial flows influenced the macro economic performance of Russia as whole.
