项目摘要

本研究では、ネパールの歴史都市における共用空間の継承に向けて、中庭型集住体の共用空間である「中庭」の管理問題に着目し、共用空間の管理において、管理システム（所有、利用、管理の主体関係）を把握した上で、主体の管理参加のメカニズムについて解明し、都市化に対応した管理システムの再編の条件を探ることを目的としている。その前提として時間系列での管理への参加メカニズムの解明が必要である。28年度は、2015年ネパール地震時における共用空間の利用と空間管理への参加に主点をおいた。歴史都市の中でも被害が大きかったバクタプルの地域をパタン、カトマンズに加えて、調査対象地とした。調査からは以下のことが把握できた①バクタプルの地域の場合は地震発生直後の避難所でのマネジメント、各住宅の増築部分の撤去、仮設住宅建設、共同建替え事業など長期にわたって、居住者が一体となって継続的に地区全体の復旧・復興を目指した空間管理の活動を行っていた。②パタンの地域では歴史的な広い中庭空間を一時避難所として使われる他、避難所としての運営を居住者組織や、居住者が一体となって空間管理の行為を行っていた。また、震災をきっかけに空間管理の行為に初めて参加する若者も多かった。③カトマンズの地域では、パタンと同じく中庭空間を一時避難場所として使われたが、居住者組織や居住者による避難所としての空間管理の行為は殆ど見られなかった。バクタプルとパタンの地域は居住者からなる地域組織（宗教型、地縁型、目的型）が存在し、普段から様々な活動を通じて、地域の空間管理への参加が多かったが、カトマンズの場合は借家が多く、地域組織が存在しているが、近年は活動が殆どされてなかった。以上からは普段から活動のある地域は災害時により的確に空間管理への参加が可能だが、そうでない地域は災害時に新たに空間管理に参加する活動を開始するのが難しいと考えられた。
