How has refugee participation in the politics of recognition transformed citizenship? Foregrounding refugee attempts in the reconstruction of identity to assert group rights, by the two largest refugee communities in India: Tibetans and Indian Origin Tamils from Sri Lanka as an entry point, I attempt to introduce ground up-historical, identity and area-specific nuances in the study of citizenship and the shifting practices in bordering, enumeration and codification that allows the nation-state to regulate and even define - often arbitrarily - who is and isn't a citizen.
