RFA-OH-20-003: Commercial Fishing Occupational Safety Training Project Grants (T03)
Project Summary/Abstract
The proposed project will improve the quality and availability of safety training by developing videos as training
aids that specifically address the high risks in the East Coast fisheries. Many fishermen on the East Coast
have received no safety training or less training than required by federal law. In addition, the stigma associated
with behavioral health issues like substance use disorder and coping with trauma, makes it difficult for
fishermen to address health issues that make unsafe work environments. The combination of a dangerous
profession, an untrained workforce, and a reluctance to engage on addiction and behavioral health issues, has
resulted in catastrophic occupational health outcomes for fishing communities. The holistic approach used by
Fishing Partnership Support Services (FPSS) and its partners builds a culture of safety through hands-on
training in fishing communities, apprentice programs, and mental health intervention. This project will augment
that effort by creating the training aids that graduates of these courses can use to conduct monthly instruction
and drills on their vessels. Regular training through drills and instruction through videos and other resources is
essential to building a culture of safety, improving response actions to emergencies, and coping with the
effects of injury and loss.
FPSS, a non-profit, will lead the project to create videos on abandoning ship, immersion suits, Coast Guard
dewatering pumps, flooding, man overboard prevention and recovery, opioid substance use disorder, and
coping with trauma. These videos will feature leaders in East Coast fishing communities, a key component to
inspiring other fishermen to make safety and occupational health a priority.
