Congestion control has been an essential element to the robustness of the Internet, and to the provision of QoS (Quality of Service) to its services. We have systematically explored many potential approaches using the classical control theory because it can provide a theoretical basis for the stability of a control algorithm, instead of relying on any heuristics from intuition or experience that cannot be guaranteed.
