Many industries-with the exception of health care-enjoy the efficiency and performance gains of information and communication technologies (ICTs). An intricate network of privacy laws, institutional policies, and technical regulations and constraints interact to govern the implementation of ICT in health care. It is a continually shifting setting that requires open debate to find the proper balance between conflicting influences: on the one hand, privacy and security must be respected and ensured; on the other, rules must evolve to permit data sharing to maximize the potential of ICT to benefit patients and reduce health care costs.
