Traditionally Transportation Management Systems (TMS) are concerned with optimizing the allocation of treatments across assets without contemplating the capital investment needs for the future growth of the transportation network, as our local economies diversify and expand. Also current TMS employ historical records of traffic counts as one of the prevalent components for forecasting asset performance (level of service, deterioration and safety), committing the mistake of being inflexible about changes on land use patterns, development of new economical activities and/or construction of alternative corridors on the transportation network and its effects on traffic redistribution. By combining the output of the land use & transport modeling (LUT) to feedback into the TMS, it is expected to improve the allocation of economic resources. The improved performance models of the TMS (mobility, condition and safety) are justified by the holistic approach in considering the factors affecting the transportation system and the multimodal distribution of trips, therefore reflecting a more realistic measure of travel demand. In addition, a connection of these modeling frameworks represents the opportunity to deploy multimodal trade-off analysis for the monetary allocation of resources between maintenance and rehabilitation, network expansion and capital upgrades. It will provide us with an improved decision making framework capable of delivering a more balanced budget for the achievement of global objectives (cost, condition, service, accessibility, pollution and safety). The final product of this research should enable local, regional and federal authorities with the capability of building alternative scenarios to assess the impact of policies to address major transportation issues such as pricing traffic congestion and estimating the environmental impact of vehicle emissions. Ultimately, the research can be extended to cover all infrastructure systems and to identify viable means to estimate performance measures to be used to evaluate how well the infrastructure systems support urban and economic development strategies.
