**The evolution of wireless*networks from 4G to 5G has to face several fundamental challenges, including*higher data rates, excellent end-to-end performance and user-coverage in*hot-spots and crowded areas with lower latency, energy consumption and cost per*information transfer. To address these challenges, 5G system prefers a*multi-tier architecture consisting of macrocells, different types of licensed*small cells, relays, and device-to-device (D2D) networks to serve users with*different quality-of-service (QoS) requirements in a spectrum and*energy-efficient manner.***** *****Radio resource management (RRM)*will play a key role in multi-tier or heterogeneous 5G networks. The*traditional 4G RRM schemes, such as channel allocation, power control, cell*association and load balancing, may not be efficient in 5G environment, due to*the emerging cutting edge technologies, e.g., millimeter waves (mmWave),*massive MIMO, etc.***** *****The deployment and operation of*5G HetNets will be an extremely complicated task because of the growing scale*and complexity of information systems. Self-organizing and optimization,*therefore, have been recognized as a critical part of 5G ensembles, as human*based network configuration is proven to be labor-intensive, costly, and*error-prone. This project considers the next generation HetNets, which consist*of a mixture of network tiers, transmit powers and backhaul connections. We*will develop a novel scheme of adaptive self organization network (SON) by*integrating cognitive radio (CR) with inter-cell interference coordination*(ICIC). Our proposed adaptive SON system will also take into account the*spatial relationship of different network element, so that mmWave and massive*MIMO technology can well achieve the spectrum efficiency that 5G system requires.****
