儿童青少年是国家的未来和希望，2016年，习近平总书记在全国卫生与健康大会上指出：要重视少年儿童健康，全面加强幼儿园，中小学的卫生与健康工作。关注儿童青少年健康素养，是提高儿童健康水平的重要前提。健康素养是指个人获取和理解基本健康信息和服务，并运用这些信息和服务做出正确决策，以维护和促进自身健康的能力。目前我国居民健康素养测量的理论框架及工具仅适用于15~69岁成年人。因此，本研究将以探讨我国6~14岁儿童青少年健康素养的理论框架为先导，进一步借鉴教育及心理学相关研究方法，在经典测量理论的基础上，创新性地采用项目反应理论（Item Response Theory, IRT）和Rasch模型，研究儿童青少年健康素养测量项目池、量表效验、分值界点、快速测评等核心问题，开发具有科学性、适宜性、稳定性的儿童青少年健康素养的测评工具，为提升我国儿童青少年健康素养、健康促进学校等工作。

Children and adolescents are the future and hope of the country. In 2016,President Xi Jinping pointed out at the national health conference that we should pay attention to the health of children and comprehensively strengthen the health work at kindergartens and primary and secondary schools. To pay attention to the health literacy of children and adolescents is an important prerequisite for improving children's health. Health literacy refers to the ability of individuals to obtain and understand basic health information and services, and to make correct decisions using these information and services to maintain and promote their own health. At present, the theoretical framework and tools of Chinese residents' health literacy measurement are only suitable for 15~69 years old adults. Therefore, this study will take the theoretical framework of health.literacy of 6~14 years old children and adolescents as the guide, and further draw on the related research methods of education and psychology, and on this basis,study the core problems of the construct, dimension and measurement form of the health literacy measurement for children and adolescents. In addition, we use the methods in the field of pedagogy for reference, and based on the classical.measurement theory, using the item response theory and Rasch model in an expanding and innovatively way, to research and develop a scientific, suitable and stable evaluation method for health literacy of children and adolescents (scale, form and tool).It provides a basis for improving the health literacy and health promotion of children and adolescents in our country.
