集装箱船舶在进出港口时,需要经过外锚地、航道、内锚地等较小水域,同时需要配备引航员和拖轮进行引航。合理地控制船舶在港口水域内的交通流,同时优化引航员和拖轮的使用,对于提高港口通行能力,减轻港口拥堵,提高船舶服务水平具有重要意义。本项目拟通过港口实地调研,梳理船舶交通控制与引航资源调度的实际业务逻辑和内在联系。探索服务网络模型和相关求解算法在船舶交通控制和引航资源配置协同优化问题上的应用。具体地,首先对既定的港口水域构建交通网络模型,将引航员和拖轮视为网络上的服务提供者,将船舶视为服务需求者。其次,设计列生成和拉格朗日松弛等分解算法对模型进行有效求解。进一步,使用上海洋山港和外高桥港的实际生产数据对模型的合理性及求解算法的有效性进行验证。项目基于集装箱港口的实际需求,预期研究成果将拓展港口运营相关的研究领域,同时开创性地将服务网络模型运用于港口交通管理,为实际管理工作提供理论和决策支持。

When entering or leaving a seaport, container vessels usually need to pass through a restricted water area, which consists of the outer anchorage, the navigation channels, and the inner anchorage. In addition, the vessels should be navigated by pilots and tugboats when sailing in the restricted water area. Hence, effectively controlling the vessel traffic in the port waters and scheduling the pilots and tugboats for serving the vessels are of utmost importance for enhancing port traffic throughput, mitigating port congestion, and improving vessel service levels. This project aims to analyse the practical operations involved in port traffic management and pilotage resource management by conducting field survey at a container port, and apply service network design models and tailored solution methods for solving the integrated port traffic management and pilotage resource scheduling problem. Specifically, based on the physical layout of the port waters, a traffic network model will be developed, in which pilots and tugboats are modeled as service providers while the vessels are modeled as service demanders. Further, Lagrangian relaxation- and column generation-based solution methods will be applied to solve the model. The effectiveness of the proposed models and solution methods will be validated using the operational data collected from the Yangshan port and the Waigaoqiao port in Shanghai. This project is motivated by the need of a port operator for traffic control and pilotage management. The expected outcome of the project is to expand the research area related to port operations management, and to be one of the pioneering efforts to apply service network design models for port traffic management, leading to both methodological contributions and better decision support for practitioners.
