交易中介与农地流转供需匹配及地块连片: 影响、机理与政策优化

农地经营权流转是中国农地资源重新配置和解决耕地经营细碎化的主要途径，但当前流转市场难以充分实现潜在供需匹配和难以自发整合细碎地块。交易中介是解决这一问题的重要手段之一。然而目前缺乏中介对流转作用机理的系统分析，制约着中介促进流转市场发展的实践和成效。项目采用中介组织对流转面积比和连片流转面积比的影响函数、交易参与者动态博弈模型、交易费用函数、市场信息不对称度测度式、中介促进连片流转发生机制模型等，对比制度化、准制度化、非制度化三类农地流转中介对流转水平和质量的影响；剖析三类中介组织对流转的作用机理；分析从信息化建设角度优化制度化中介的作用机制；揭示准制度化中介促进土地集中流转的发生机制；提出构建和优化多中介组织的协同发展策略。项目旨在系统地认识不同类型中介组织对农地流转的作用机理，为从优化中介角度健全农地流转市场机制的实践提供理论指导，以进一步促进土地规模经营和优化资源跨区配置。

Farmland use right rental is the main way to re-allocate farmland resources and resolve the fragmentation of farmland use in China. The current farmland rental market, however, barely plays a role in promoting agricultural scale operations and optimizing the allocation of agricultural resources. The market intermediary is one important manner to solve this problem. Nevertheless, there is a lack of systematic research of the intermediary's mechanism on farmland rental, which restricts the practice and effectiveness of intermediaries to promote the development of farmland rental markets. The methods of this project include intermediaries' influence function model on rental area ratio and contiguous plots area ratio, dynamic game model of transaction participants, transaction cost function, market information asymmetry measurement formula, and a model of intermediaries' mechanism on promoting the renting no-split plots. The project compares the impact of the institutionalizing, quasi-institutionalizing, and non-institutionalizing intermediaries on the level and quality of renting farmland. It also analyzes the effect mechanism of the three types of intermediaries on farmland renting. Moreover, the project studies the optimization of the institutionalizing intermediaries from a perspective of informatization development and analyzes the quasi-institutionalizing intermediaries' mechanism on promoting the renting no-split plots. Based on these results, it proposes a strategy for optimizing the coordinated development of multiple types of intermediaries. This research aims at a systematical understand of the mechanism of different types of intermediaries impacting on renting farmland. It can provide theoretical guidance for the practice of the optimization of the intermediary system and assisting the development of farmland rental markets. This is helpful for further promoting land scale operation and optimal allocation of resources across regions.
