公私合作技术创新网络研究：形成机理、演化路径及运行机制

公私合作技术创新网络（简称“PPTIN”）是公共部门和社会组织之间，为提供某种创新性技术、产品或服务，形成的紧密的伙伴式合作关系网络。作为当前发达国家普遍采用的一种技术创新组织形式，PPTIN有利于实现技术创新两个引擎一起转动，提高全社会技术创新效率。由于尚处于早期应用阶段，PPTIN研究成果不多，尤其缺乏系统性和实践性研究。本项目较为系统地提出了“概念内涵→形成机理→演化路径→运行机制→治理对策”的PPTIN理论研究框架，以关系为基础明确其概念内涵，以过程为逻辑探讨其形成机理，以结构为特征归纳其演化路径，以创新为核心剖析其运行机制，以效率为导向设计其治理对策，在打开PPTIN研究“理论黑箱”的同时，也有望进一步完善创新网络和创新管理理论。在中国全力培育技术创新成为经济增长“新动能”，技术创新体制亟待改革和升级的背景下，本项目的研究具有重要的理论意义和实践价值。

The Public-Private Technological Innovation Network (PPTIN) is a close partnership network between the public sectors and the private sectors, which provides a kind of innovative technology, product or service. As a kind of technological innovation organizational form which is widely used in developed countries, PPTIN is beneficial to mobilize the two engines of technological innovation, and improve the innovation efficiency of the whole society. Because it is still in the early stage of application, the research on PPTIN are few, especially the lack of systematic and practical research. This research systematically put forward the theoretical framework of PPTIN of "Concept Connotation to Formation Principle to Evolution Path to Operation Mechanism", clear the concept connotation based on relationship, discusses the formation principle based on process logic, summarize the evolution path based on structural characteristics, analyze the operation mechanism around the core of innovation, and finally design the governance suggestion guided by efficiency. This research is expected to further improve the innovation network and innovation management theory at the same time open the "theory black box" of PPTIN. Under the background of China's efforts to foster technological innovation as a new dynamic of economic growth and the need of urgently reform and upgrading of technological innovation system, this research has important theoretical significance and practical value.
