农业数字防灾减灾资源规划机理分析与系统实现：基于EA和Ontology的研究

适度农业数字防灾减灾资源规划（ARP）对农业灾害应急信息整合与共享不可或缺。但目前对ARP机理知之甚少。EA是一个集成的框架，用于演进或维护存在的信息技术和引入新的信息技术来实现组织战略目标和信息资源管理目标。我们前期研究表明，EA对灾害应急信息资源分类与组织具有很强的指导和实际作用。在本课题中，我们进一步分析EA如何从业务、应用、信息、技术四个方面定义和维护ARP图景，明确其自身不断演进路线和策略。同时，结合Ontology具有提高灾害应急知识复用程度及灾害风险分析质量的天然优势，构建一个集成现有已知灾害应急数据于一体、合理组织、动态生长的ARP参考模型。并以江西农业灾害为例，实例构建适应江西地方特色的规范化ARP系统，以此推进农业灾害全灾种全过程管理。本研究不仅为探寻灾害应急信息管理新机制和提高政府机构协同应急效率提供了关键支持，而且为灾害应急信息整合与共享的可持续研究提供了科学依据。

Moderate agricultural digital disaster prevention and mitigation resource planning (ARP) is indispensable for integration and sharing of disaster emergency information. But people at present know little baout ARP mechanism. EA (Enerprise Architecture) is an integrated framework for evolution or maintain of existing information technology and the introduction of new information technology to achieve the organization's strategic objectives and information resource management goals. Our initial research shows that EA has a strong guidance and actual effect on disaster emergency information resources classification and organization. In this project, we will further analyze how EA should define and maintain ARP prospect in the view of business, application, information and technology, and pinpoint its own continuous evolution route and strategy. At the same time, ontology has natural advantages at the field of improving disaster risk knowledge reuse degree and disaster risk analysis quality, the project will combine such features and construct a ARP reference model which will integrate existing known disaster emergency data, reasonably organize, and dynamically grow. Further, the project will take agricultural disaster in jiangxi province as an example, and construct the ARP system which will adapt jiangxi local characteristics and is normalized, to advance the agricultural disasters management wihlch cover all disaster kinds and process. The study not only provides key support for exploring new mechanism of disaster emergency information management and improving the government agencies inter-departmental coordination emergency efficiency, but also provides scientific basis for sustainable study of integration and sharing on disaster emergency information.
