生态文明背景下,我国城市规划范式正在从增量转向存量。研究聚焦存量开发与资源再配置过程,构建基于随机森林(RF)的再配置效用评价模型等智慧分析评价方法,精准评估存量空间资源再配置效用的问题;引入“产权交易”与“产权运行”理论分析再配置过程的多层次影响因子与多元主体之间的复杂关系,精细模拟空间资源“再配置”过程,解译“再配置”过程的激励机理,构建产权激励的理论模型;耦合产权运行的激励机理与传统城市更新规划与再开发建设过程,以此构建基于产权运行全生命周期的城市存量空间再开发、再配置的空间规划治理的激励方法与路径,即配前“共识”(意愿达成与规划编制)、配中“协同”(产权交易与建设实施)、配后“共赢”(二次交易与效用评估),并开展相关实践运用,运用随机森林(RF)效用评估模型验证“激励”的有效性、科学性与实用性。为存量时期的城市规划治理转型展开有益探索。

Under the background of ecological civilization, China's urban planning paradigm is changing from increment to stock. The research focuses on the process of inventory development and resource reallocation, and constructs a reallocation utility evaluation model based on random forest (RF) and other intelligent analysis and evaluation methods to accurately evaluate the reallocation utility of inventory space resources. Introducing the theories of "property right transaction" and "property right operation" to analyze the complex relationship between multi-level influencing factors and multi-subject in the reconfiguration process, finely simulating the "reconfiguration" process of space resources, interpreting the incentive mechanism of the "reconfiguration" process, and constructing the theoretical model of property right incentive; Coupling the incentive mechanism of property rights operation with the traditional urban renewal planning and redevelopment construction process, this paper constructs the incentive method and path of urban stock space redevelopment and reallocation planning governance based on the whole life cycle of property rights operation, "consensus" before allocation (willingness reaching and planning preparation), "coordination" during allocation (property rights transaction and construction implementation), and "win-win" after allocation (secondary transaction and utility evaluation), and carries out relevant practical application, using random forest (RF) utility evaluation model to verify the effectiveness, scientificity and practicability of "incentive". It is a useful exploration for the city planning of governance transition in the stock period.
