疾病诊断相关分组（DRGs）预付制改革和公立医院综合改革是我国医改政策的重要内容和任务。基于DRGs的公立医院绩效评价与运用已备受关注。本项目在DRGs分组的基础上，构建公立医院医疗服务绩效评价框架，以江西省公立医院为例，开展公立医院医疗质量绩效评价、临床路径管理绩效评价、分级诊疗绩效评价和医疗费用控制绩效评价。在此基础上，通过比较绩效评价结果，分析不同版本的DRGs分组器对公立医院绩效影响的差异和DRGs试点的效果。探讨公立医院医疗质量绩效的影响因素及其作用机制，并检验临床路径管理绩效、分级诊疗绩效和医疗费用控制绩效是否存在中介效应。项目研究对优化公立医院绩效评价设计，提升公立医院绩效，具有重要意义。

Reform of DRGs prepayment system and comprehensive reform of public hospitals are important contents and tasks of China's medical reform policy. The performance evaluation and application of public hospitals based on DRGs have attracted much attention. On the basis of DRGs, this project constructs a performance evaluation framework of public hospitals'medical services. Taking Jiangxi public hospitals as an example, it carries out performance evaluation of public hospitals' medical quality, clinical pathway management, graded diagnosis and treatment, and medical cost control. On this basis, by comparing the results of performance, we analyzed the difference of the impact of different versions of DRGs on the performance of public hospitals and the pilot effect of DRGs. To explore the influencing factors and mechanism of medical quality performance in public hospitals, and to test whether there are mediating effects among clinical pathway performance, graded diagnosis and treatment performance and medical cost performance. Project research is of great significance to optimize the performance evaluation design of public hospitals and improve the performance of public hospitals.
