生态系统服务具有明显的社会性和外部性。在特定区域内产生的生态系统服务,会在域外发生效用。直接传递给受益人的服务的程度和规模在不同地区之间差异很大,造成环境不公。实施生态补偿能将外部效应内部化,能有效解决流域上下游发展权不平等、生态经济利益不平衡、生态资产配置不合理等环境公正问题。当前我国生态补偿制度尚未建立一套完善的系统来确定补偿主体和对象、补偿标准、补偿方式和资金来源。亟待厘清生态产品和服务提供者和受益者之间的供给-传导-受益机制,科学确定受益者和补偿金额。前期申请者研究发现,我国不同地区、不同尺度存在较为严重的生态系统服务供需不匹配,导致环境不公,进而影响人类福祉。本研究拟量化黄河流域多种生态系统服务供给和需求,并引入比较生态辐射力,刻画生态系统服务流从自然生态系统向社会系统的传递过程,耦合生态系统服务供给、需求和流以开展生态补偿,为制定区域生态系统管理政策与生态补偿方案提供依据。

Ecosystem services have obvious externality. Ecosystem services generated in a specific area have utility outside the area. The degree and scale of ecosystem services directly delivered to beneficiaries vary greatly among different regions, resulting in environmental injustice. The implementation of ecological compensation can internalize the external effects and effectively solve the problems of environmental justice, such as the inequality of development rights in the upper and lower reaches of a river basin, the imbalance of ecological economic interests, and the unreasonable allocation of ecological assets. China's ecological compensation system has not yet established a perfect system to determine the subject and object of compensation, compensation standards, compensation methods and sources of funds. It is urgent to clarify the supply-transmission-benefit mechanism between the providers of ecological products and services and the beneficiaries, and scientifically determine the beneficiaries and compensation amount. The previous study of applicant found that there was a serious mismatch between supply and demand of ecosystem services in different regions and scales in China, which led to environmental injustice and affected human well-being. The purpose of this study is to quantify the supply and demand of various ecosystem services in the Yellow River Basin, introduce comparative ecological radiation force, characterize the transfer process of ecosystem services flow from natural ecosystem to social system, and couple the supply, demand and flow of ecosystem services to carry out ecological compensation, so as to provide basis for formulating regional ecosystem management policies and ecological compensation schemes.
黄河流域作为我国重要的生态屏障与经济发展区域,面临生态系统服务供需失衡、生态补偿机制不完善、城市生态功能空间布局不合理等挑战。本项目围绕黄河流域生态系统服务、生态补偿、生态管理分区及城市生态基础设施等多个关键领域开展了深入研究,重点关注生态系统服务的供给、需求与流动,结合环境公正视角对生态补偿机制进行优化,提出了一系列创新性的理论框架和方法。主要研究内容与成果包括(1)生态系统服务流的动态机制与驱动因素分析:揭示了黄河流域固碳服务的生产、传输、消费全过程,探索了政策变化对服务流时空格局的影响;(2)生态补偿机制优化与跨区域实践:基于调节服务流(如水源涵养、固碳)供给和需求的分析,构建了横向生态补偿模式,提出差异化的补偿方案,解决了区域发展权不平等的问题。(3)生态管理分区与用途管制:结合马斯洛需求层次理论,创新了黄河流域生态分区模型,为区域生态系统服务的供需关系提供了新的分析框架。(4)城市生态基础设施识别与优化:采用MSPA与电路理论相结合的方法,识别了城市群的生态廊道,提出了精准的空间优化策略,为城市绿色基础设施规划提供决策依据。(5)公共服务设施多维公平性评估:开发了多维公平性评价模型,为城乡公共服务的均等化提供了技术支持。本项目取得了多项显著成果,发表了6篇SCI/SSCI论文,2篇中文核心论文,涵盖了生态服务流、生态补偿与生态空间优化等领域。本项目的理论创新主要体现在推动了生态系统服务流动与生态补偿机制的跨学科融合,丰富了生态管理方法论体系。实践应用方面,项目成果直接服务于黄河流域的生态保护、碳中和路径设计及城市生态空间优化等重大需求。通过量化生态补偿机制,项目为黄河流域生态产品价值实现机制的建设提供了重要支持,同时为区域间生态补偿、国土空间规划等提供了可行的决策依据。
