基于补贴激励机制的煤层气开采利用管理优化,对促进煤层气行业规模化发展,构建清洁低碳、安全高效能源体系的意义重大。由于受地质环境、开采技术、开采成本等因素影响,煤层气开采利用问题复杂程度大大加剧。本项目充分考虑煤层气企业运营过程中存在的关键因素与多主体交互结构,提出基于补贴激励机制的煤层气开采利用多主体均衡决策方法。主要内容包括识别影响煤层气行业发展的关键因素;根据具体场景设计针对性补贴激励机制;建立基于补贴激励机制的煤层气开采利用均衡模型;开发交互式优化算法寻求优化的补贴机制与煤层气开采利用策略,提高能源开采利用率与财政补贴效率、促进煤层气行业可持续发展以及缓解清洁能源需求危机。本项目将完善煤层气开采利用管理决策理论与方法体系,对制定符合煤层气行业现状的补贴机制、解决煤层气开采利用不同主体间决策冲突,指导基于补贴激励机制的煤层气开采利用管理实践具有重要的参考价值。

The optimization of coal bed methane (CBM) extraction and utilization based on subsidy incentive mechanism is of great significance for promoting the large-scale development of CBM industry and building a clean, low-carbon, safe and efficient energy system. CBM extraction and utilization is affected by many factors such as geological environment, extraction technology, extraction cost, all of which make the optimization more complicated. By fullly considering key impact factors and the multi-stakeholder interaction structure in the operation of CBM enterprises, this project proposes a multi-stakeholder equilibrium decision-making method for subsidy incentive mechanism based CBM extraction and utilization. The specific contents include: Identify key impact factors in the development of CBM industry; Design targeted subsidy incentive mechanism based on the specific scenario; Establish subsidy incentive mechanism based CBM extraction and utilization equilibrium models; Develop interactive optimization algorithms to achieve appropriate optimization subsidy mechanisms and CBM extraction and utilization planning strategies, and thus improving the energy utilization rate and the fiscal subsidy efficiency, promoting the sustainable development of CBM industry and mitigating the clean energy demand crisis. This project attempts to enrich the theoretical and methodological optimization system of CBM extraction and utilization, which has important reference value for making subsidy policies more in line with the current situation of CBM industry, solving decision-making conflicts among the different entities in CBM extraction and utilization, and guiding the management practice of subsidy incentive mechanism based CBM extraction and utilization.
