环境信息公开对我国环境治理的影响机制和效果研究

在政府改革环境治理制度实现政府管理现代化的时代要求下，我国环境信息公开正处于起步和快速发展阶段。“十三五”以来，一系列环境信息公开与公众参与政策密集出台。然而，环境信息公开是否回应了社会关切以及是否促进了治理效果等一系列问题尚没有定论。在此背景下，本课题旨在探究以环境信息公开为基础的多元共治体系中各主体的相互作用机制，并在此基础上评估环境信息公开对环境治理效果的影响。具体而言，信息公开促进社会治理的主要途径之一是公众监督，因此本研究首先对现阶段公众运用环境信息进行环境问责的影响因素进行分析；进一步探讨地方政府对公众环境监督是否积极回应；在此基础上，评估环境信息公开是否促进了环境治理效果；最终，提出我国进一步实现各级政府、企业、公众以及媒体等多元共治环境治理体系的政策建议。本课题将为我国进一步推进环境信息公开以及更好地实现政策效果提供科学依据，具有重要应用价值，符合我国现阶段的发展需要。

Under the requirement of a change of the environmental governance system to realize the modernization of government administration, China’s environmental information disclosure is in the initial and rapid development stage. Since the “13th Five-year Plan”, a series of policies about environmental information disclosure and public participation have been released intensively. However, there are not enough data to decide whether environmental information disclosure responds to social concern and promotes the governance effect. Under this background, this project aims to explore the mutual interaction mechanism of every entity in the pluralistic co-governance system with environmental information disclosure as a basis, and then, it has evaluation on the influence of environmental information disclosure on environmental performance. Specifically, one of the main methods to promote social governance by information disclosure is public supervision, so that it firstly has analysis on the influencing factors of environmental information to environmental accountability by the public; later, it has further discussion about whether the local government has an active response to public requirements; based on it, it has evaluation about whether environmental information disclosure promotes the environmental governance effect; and finally, it puts forward policy advice to further realize pluralistic co-governance environmental governance system with governments at all levels, enterprises, public, and media, and others. In this project, it provides a scientific basis for further promoting environmental information disclosure and better realizing policy effect, which has important practical value and is suitable for the development demand of the current stage in China.
