农民有效的社会治理参与是解决目前乡村社会治理困境、提升国家治理能力的关键环节，如何通过科学的政策来引导农民有效的参与社会治理，是当前的难点与热点。利益是农民社会治理参与的重要动力，而土地是其重要的利益载体，但目前依旧较少关于地权变动对农民社会治理参与行为影响的研究。本项目构建了地权变动—利益诉求—制度情境—社会治理参与变化的理论框架，拟使用微观调查数据，就地权变动对农民社会治理参与意愿及行为的影响进行研究。研究的内容在于：（1）阐明不同地权变动会影响农民社会治理参与的类型及长短期变化；（2）验证地权变动带来的锁定效应、资源效应及条件效应，揭示地权变动影响农民社会治理参与的内在机制；（3）探究制度情境因素在地权变动影响农民社会治理参与过程中的调节作用，设计能引导农民有效参与社会治理的政策。课题旨在构建地权变动影响农民社会治理参与的理论，为乡村社会治理困境的解决提供参考。

The effective participation of farmers in social governance is the key of solve the current difficulties of rural social governance and improve the capacity of national governance, and how to guide farmers to participate in social governance effectively through scientific policies is a difficult problem and hot issue. Interest is an important driving force for the participation of farmers in social governance, and land is an important carrier of interests, but there is still a lack of research on the impact of land right change on farmers' participation in social governance. This project constructs a theoretical framework of land right change - interest demand - institutional context - social governance participation change, and studies the influence of land right change on the willingness and behavior of farmers to participate in social governance uses the microscopic investigation data. The study has some key issues: firstly，the study clarified the change of land right affect the types and long and short-term changes of farmers' social governance participation. Then，the study verify the lock-in effect, resource effect and condition effect brought by land right change, and revealed the internal mechanism of the change of land right that affects the participation of farmers in social governance; Finally，the study explore the regulatory role of institutional context factors in the process of land ownership change affecting farmers' participation in social governance, and design the policies which can guide farmers to participate in social governance effectively. The purpose of this project is to construct the theory that the change of land right affects the participation of farmers in social governance, and to provide reference for solving the dilemma of social rural governance.
