快速城市化地区集体建设用地扩张机理及优化路径研究——以珠江三角洲地区为例

以珠三角为例，着眼我国城乡二元土地管理体制，研究集体建设用地空间扩张特征、驱动及调控机制：（1）揭示集体/国有建设用地空间扩张规模、类型和景观格局特征及异同；（2）构建国有/集体土地权属影响建设用地扩张的理论框架，应用逻辑回归、结构方程和地理加权等实证模型，验证土地权属是否、及如何影响建设用地扩张，及土地权属与建设用地扩张的互馈关系；（3）分别针对各城市集体/国有建设用地扩张建立统计模型，揭示影响集体建设用地扩张的特殊驱动力及其关系；（4）在规划管理体系、城乡统一建设用地市场建立、土地增值收益分配等方面提出集体建设用地（再）开发、权属转换等空间调控政策建议。课题关注我国建设用地扩张的制度性结构差异，将土地权属引入建设用地扩张驱动力的定量研究范畴，不仅对现有基于纯市场要素和单一产权的空间扩张理论进行补充，且为我国土地管理体制改革提供有价值参考，理论及实践意义并重。

Drawing upon insights from the perspective of urban and rural land management system in our country, this study analyzes the pattern, driving and regulatory mechanism of collective construction land expansion in the Guangzhou and Shenzhen. Firstly, based on the comparison of collective and state-owned construction land expansion on the scale, types and landscape pattern, we refine expansion mode and reveal expansion characteristics. Secondly, based on the connotation of urban and rural land system and its space efficiency, we build the theoretical framework which includes the bid rent theory model, and verify whether land ownership affects the construction land expansion and how it act using logistic regression, structural equation and geographical weighted model. Thirdly, we reveal special driving forces of collective construction land expansion and their relationships through building experience model for collective and state-owned construction land expansion respectively. What’s more, we will put forward some advices about spatial regulation of collective construction land from perspective of adjusting driving force, such as planning management system, establishing a unified construction land market, distribution of value-added income on land. The project puts land ownership variables into study on built-up land expanding drivers, and has both theoretical and practical significance since it not only complements the City Bid Rent theory under pure market economy, but also provides valuable references for our country’s land management system revolution.
