目前我国经济社会发展已经进入了城乡统筹的新阶段，以城乡均衡发展为目标的理念正在逐步建立。在城乡统筹发展进程中，我国城乡结合部地区具有重要典型意义。城乡结合部位于城市建成区与农村的交接处，既是城市的边缘地带，又是农村的前沿地区，具有城市和农村的双重特点。在推进城市化中，城乡结合部处于前沿地带；在推动城乡一体化中，城乡结合部属于先行示范区。但由于我国长期实行城乡二元管理体制，缺乏对城乡结合部实施有效的规划与管理，这些城乡结合部在很大程度上呈现出了任由自身发展的状况，出现社会管理混乱、居民基本公共需求得不到满足等问题。本项目在充分的管理学理论分析以及实地调研的基础上，通过梳理城乡结合部地区存在的典型的公共服务和社会管理方面的问题，从行政体制、财政体制等方面深入分析其中深层次的原因，并借鉴国外城市化进程中的经验，努力探索解决这些问题的可行政策，进而提出优化城乡结合部公共服务和社会管理的对策建议。

At present the economic and social development of our country has stepped into a new stage of urban and rural harmonious development, and the concept with the aim of balanced urban-rural development is being established. In this process, the urban-rural fringe of our country, which refers to the landscape interface between town and country, is of typical significance. As the urban hinterland and the front area of the country, it has the dual characteristics of the urban and rural areas. In the process of promoting urbanization, it is the front area and in promoting the construction of urban-rural integration, it serves as the first demonstration area. However, due to the long-term dual management system in rural and urban areas and lack of effective planning and management, the urban-rural fringe is to a large extent in a state of random development, with such problems as polluted environment, social management confusion and lack of basic public demand of residents. Based on the full analysis of management science and fieldwork, as well as some typical problems of public service and social management, the project probed into the underlying causes of the problems from the perspectives of the administrative system and the financial system. Learning from experience of the urbanization of other countries, this paper explored feasible policy to solve the problems and then put forward suggestions on optimizing the public service and social management in the urban-rural fringe.
