民企纾困反映了现阶段我国民营经济的发展困境，也是近几年一系列宏观事件冲击下的热点问题。大量文献关注了财政补贴等传统政府干预手段造成的影响，却忽视了政府背景采购活动潜在的作用。特别的，尚未有文献基于中国制度环境，系统地从微观企业层面探讨政府背景大客户在帮扶民企上扮演的角色。与普通企业客户不同的是，政府背景客户兼具产品需求与政策扶持的双重特点，能同时通过供应链传导机制与政府干预机制产生作用。本项目从企业客户结构的角度出发，实证检验了政府背景大客户对民企摆脱经营困境、融资困境与控制权转移风险的影响及其作用机理，以弥补已有文献的不足；并从企业内部特质和外部经营环境探讨了政府背景大客户助力民企纾困的作用条件。本项目将揭示影响企业发展的客户结构因素，并从政府角度拓展了供应链领域的研究框架；也将从民企纾困这一全新视角补充政府背景采购活动的微观经济后果，为资本市场和政策制定机构客观认识其价值提供新的借鉴。

The bail-out of private enterprise reflects the current predicament of Chinese private economy, it is also a hot issue under the impact of a series of macroeconomic shocks in recent years. Plentiful literature has explored the influence of traditional government intervention, such as subsidy, but ignored the potential role of government background procurement. More specifically, no study has systematically discussed the effect of government background customers on private enterprise from the micro perspective based on China's institutional environment. Different from corporate customers, government background customers combine the function of product demand and policy support, so that they can play a role in enterprise via the supply chain and government intervention. In this project, we plan to examine the effect of government background customers on the private enterprises' operating dilemma, financing dilemma and risk of losing control rights empirically, and reveal the mechanisms as well, to supplement existing literature. Moreover, we are going to test how firms’ characteristics and business environment will shape the relationship between government background customers and private enterprises. Our project will reveal the factors of customer structure that affecting the development of private enterprises, and extend the research framework of supply chain from the perspective of government. Besides, this research is going to reveal the micro consequences of government background procurement and lend further support to understand the value and limitations of government background customers for the capital market and policy makers.
