消除贫困是人类实现可持续发展的重要目标之一。2020年在现行标准下实现全面脱贫后，中国农村贫困将进入以次生贫困及相对贫困为主的新阶段，当前急需在理论与实践上探索如何解决新时期的农村贫困问题。本项目以陇南山区为例，基于可持续生计与恢复力理论，建立多维脱贫干预对农户可持续生计作用机制分析框架；在分析农户多维贫困程度、类型及原因的基础上，剖析多维脱贫干预的精准度与满意度，辨明多维脱贫干预下农户生计恢复力的变化情况，评价多维脱贫干预效率，厘清多维脱贫干预对农户可持续生计的作用效应；建立多维脱贫干预与生计要素的因果模型，仿真模拟其间的多重反馈关系，揭示多维脱贫干预对农户可持续生计的作用机制；设计多维脱贫干预情景，模拟不同情景下的生计恢复力，提出脱贫干预方式的优化方案及调控对策。本项目预期理论上可构建多维脱贫干预下的农户可持续生计研究范式，实践上为新时期贫困山区制定脱贫战略与脱贫政策提供依据。

Poverty eradication is one of important goals of human society to achieve sustainable development. In 2020, China's rural poverty will enter a stage of secondary poverty and relative poverty after achieving a comprehensive poverty alleviation under the existing standard. Facing the new poverty pattern, it is urgent to explore how to solve the problem of rural poverty in the new stage in theory and practice. This project takes the Longnan mountain area as a typical case. Based on the theory of sustainable livelihood and resilience, an analytical framework was constructed to analyze the mechanism of multidimensional intervention for poverty alleviation on farmers’ sustainability livelihood. On the basis of identifying multidimensional poverty, it analyzes the accuracy and satisfaction of multidimensional intervention for poverty alleviation, identifies the relationship between multidimensional intervention for poverty alleviation and livelihood resilience, evaluates the efficiency of multidimensional intervention for poverty alleviation, clarifies the effect of multidimensional intervention for poverty alleviation on farmers' sustainable livelihoods, establishes a causal model of multidimensional intervention for poverty alleviation and livelihood elements, and the multiple feedback relationships between them were simulated, reveals the mechanism of multidimensional intervention for poverty alleviation on farmers' sustainable livelihood, designs intervention scenarios for poverty alleviation, simulates the livelihood resilience under the different scenarios, selects the optimal intervention manners for poverty alleviation, and proposes the optimization scheme and control countermeasure for multidimensional intervention for poverty alleviation. In theory, the expected goal of this project is to construct a paradigm for farmers' sustainable livelihood research under the multidimensional intervention for poverty alleviation. In practice, it can provide a basis for making poverty alleviation strategies and policies in the new stage.
