京津冀地区环境污染严重、生态问题突出、可持续发展受限;而当前京津冀协同发展的大战略为问题的解决提供了契机。本课题以生态环境可持续协同发展为切入点,针对当前生态环境资源信息不全面、静态及滞后性的特点,运用遥感与GIS系统获取在线监测动态信息,依据可持续协同发展理论和复合生态系统原理,构建生态环境可持续协同发展评价指标体系,根据指标重要度和相关性,利用KPCA和mRMR技术进行指标优选,并提出基于D-S证据理论的决策融合策略,建立基于遥感与GIS的京津冀生态环境可持续协同发展评价模型。本项目在明确京津冀可持续协同发展程度时空分布规律的基础上,有望厘清各地优势与不足,为优势互补、梯度错位、多维协同的京津冀一体化发展之路提供决策支持,为国内其他地区生态环境问题的有效解决提供实践经验,同时为多指标综合评价领域的相关研究提供更准确深入的定量研究结果,推动多指标综合评价研究向动态化方向发展。

Beijing-Tianjin-Hebei region suffers serious environmental pollution and prominent ecological problems and thus its sustainable development is limited. The current grand strategy of coordinated development of Beijing-Tianjin-Hebei provides an opportunity to solve the problems. This project takes the collaborative sustainable development of ecological environment as the breakthrough point. In view of the incomprehensive, static and lagging characteristics of the current ecological information resources, remote sensing (RS) and GIS are employed to obtain dynamic information through online monitoring. Then based on the theory of collaborative sustainable development and the principles of composite ecosystem, an index system for evaluating the collaborative sustainable development of ecological environment is constructed. According to the importance and relevance of the indexes, KPCA and mRMR are applied to optimize the indexes. In addition, a decision fusion strategy based on D-S evidence theory is proposed. And based on RS and GIS an evaluation model for the collaborative sustainable development of Beijing-Tianjin-Hebei’s ecological environment is established. After identifying the spatial and temporal distribution of the sustainable collaborative development of Beijing-Tianjin-Hebei, this project is expected to clarify the strengths and weaknesses of each area and provide decision-making support for the integrated development of Beijing-Tianjin-Hebei region with complementary advantages, gradient dislocation and multidimensional cooperation. It also provides practical experience for the effective solution to the ecological environment problems in other areas of China. At the same time, it provides more accurate and in-depth quantitative research results for related research in the field of multi-index comprehensive evaluation and promotes multi-index comprehensive evaluation research to the dynamic direction.
京津冀地区环境污染严重、生态问题突出、可持续发展受限。本课题在因果结构框架的基础上,部分吸纳主题结构框架的一些指标概念和框架原理,并依据可持续性发展原则和协同发展理论,建立了一套京津冀地区的生态环境可持续协同发展评价指标体系,并分别基于生态足迹法和核主成分分析法,建立了水土资源承载力综合评价方法,研究了京津冀地区的水土资源承载状态。基于ArcGIS明确了京津冀地区可持续发展能力的时空变化趋势,根据系统聚类分析方法得出的京津冀地区的聚类结果,绘制京津冀地区各市生态发展能力及其评价指标的空间分布图,并进行相应的分析。研究结果为京津冀一体化发展之路提供决策支持,为国内其他地区生态环境问题的有效解决提供实践经验。
