城市轨道交通PPP模式“客流-价值流”绩效评价体系研究

“一带一路”、“十三五规划”、供给侧结构性改革以及重新发展混合所有制经济等国家级战略的实施推动了PPP模式在城市轨道交通领域的应用，但在实践中仍存在公益发展与经济可持续性如何协调、合作各方成本如何补偿与收益如何分配、项目公司运营管理以及地方政府隐性债务等问题。因此，探讨如何高效率的在城市轨道交通领域推广PPP模式则显得至关重要。由此，本研究以城市轨道交通PPP模式为对象，通过构建资源“客流-价值流”原理，旨在解答城市轨道PPP模式“客流-价值流”绩效评价机理、“客流-价值流”计算和评价、“客流-价值流”绩效评价体系、“客流-价值流”绩效评价的应用指南等核心问题，并用案例进行验证。进而从实践方面为参与城市轨道交通PPP模式的各方设计进入和退出路径以及收益和风险分担方案提供参考和指引，也从理论层面丰富城市轨道交通PPP模式有关交通运输经济学、会计学、技术经济与环境影响评价等交叉融合的研究成果。

The implementation of national strategies such as "One Belt And One Road", "13th five-year plan", supply-side structural reform and the re-development of mixed-ownership economy promotes the application of PPP mode in the field of urban rail transit, however, there are still some problems in practice, such as how to coordinate the development of public welfare and economic sustainability, how to compensate the costs and how to distribute the benefits, the operation and management of project companies, and the hidden debts of local governments. Therefore, it is of vital importance to discuss how to promote PPP mode in the field of urban rail transit with high efficiency. Thus, this study takes urban rail transit PPP model as the object, through the construction of resource "passenger flow-value flow" principle, aiming to answer the core problems of the performance evaluation mechanism of "passenger flow-value flow", calculation and evaluation of "passenger flow-value flow", performance evaluation system of "passenger flow-value flow " and application guide of performance evaluation of "passenger flow-value flow " of the urban rail PPP model. Furthermore, the study provides reference and guidance for all parties participating in urban rail transit PPP mode to design entry and exit paths and profit and risk sharing schemes，and uses cases to verify. At the same time, the research results of the PPP mode of urban rail transit, such as transportation economics, accounting, technical economy, and environmental impact assessment, are enriched from the theoretical level.
