社会公共卫生突发事件下的医疗系统绩效优化研究

新冠肺炎疫情的爆发，为世界各国的统筹管理能力和医疗系统的有效运转带来了极为严峻的考验。面对突发的公共卫生事件，为病患合理安排定点医院进行救治，并及时合理地调配医疗资源，将对突发卫生事件的应对起到十分积极的作用。在疫情的不同发展阶段，定点医院和医疗资源的统筹安排迫切需要恰当的策略以达到医疗系统救治绩效的最优化。.针对这些问题，本项目重点发展一套在公共卫生突发事件下如何进行医疗资源调配以及医疗系统绩效优化的理论与方法，包括：（1）如何选择一定数量的定点医院，使得整体的救治绩效最优问题研究；（2）医疗资源紧约束下的医疗系统绩效优化问题研究；（3）病人数量固定下的医疗系统的绩效优化问题研究。最终理论成果将为国家和地区在公共卫生突发事件下选择定点医院、分配紧缺医疗资源和优化医疗系统绩效提供有价值的决策建议。

The outbreak of the coronavirus pandemic has brought tough challenges to the overall management capacity and effective operation of the medical system in various countries around the world. In the face of sudden public health incidents, rational arrangement of designated hospitals for treatment of patients, and timely and reasonable deployment of medical resources will play a very active role in coping with health emergencies. At different stages of the pandemic, the coordinated arrangements of designated hospitals and medical resources urgently require appropriate strategies to achieve optimal performance of the medical system..In response to these problems, the study focuses on developing a set of theories and methods on how to deploy medical resources and optimize the performance of the medical system under public health emergencies. The study mainly includes three parts : (1) how to select a certain number of designated hospitals to achieve overall treatment performance Research on optimal problems; (2) research on optimization of medical system performance under the tight constraint of medical resources; (3) research on performance optimization of medical system under a fixed number of patients. The final theoretical results will provide valuable decision-making suggestions for countries and regions to select designated hospitals, allocate scarce medical resources, and optimize the performance of the medical system under public health emergencies.
