伴随中国经济进入新常态，经济增长的主要潜力将来自于全要素生产率（TFP）的持续提升。而比较合理的TFP指数估算是相关问题研究结论科学，进而制定可行政策的首要基础。本项目尝试从数据和测算方法两个方面改进现有研究的不足，以期构建更为合理的省际和行业的TFP指数。一是通过构建具有微观基础的模型估算行业和省际差异化的设备利用率，在资本行为方程中引入和内生化设备利用率，研究设备利用率影响资本服务的传导机制，构造省际和行业差异化的时变折旧率，进而重构省际和行业的资本存量和资本服务指标；基于有统计数据发布的省际全社会从业人员，构造全国行业层面的全社会从业人员，进而重构行业层面的劳动力投入指标。二是针对省际面板和行业面板数据，通过计量（统计）检验和TFP测算结果比较，分别选取适用的TFP测算方法。最后，通过不同数据之间TFP指数的差异性与稳健性分析，揭示数据改进对TFP指数估算结果的改善效果。

With Chinese economy entering a new normal, the potential force for economic growth will come from the continuous improvement of total factor productivity mainly. Accordingly, the more reasonable estimation of TFP is the most important basis for the scientific research conclusion of the related questions and the feasible policies. This project attempts to ameliorate the deficiencies of existing research in terms of both data and methods, in order to build the more reasonable TFP index of province and industry. Firstly, we will re-build provincial and industrial capital stock and capital service flow, including constructing a micro-based model to estimate the differentiated capacity utilization rate of province and industry, investigating the transmission mechanism that capacity utilization rate affect capital service flow by introducing capacity utilization rate into the capital behavior equation, and constructing inter-province differentiated and inter-industry differentiated time-varying depreciation rate. In addition, we will restructure the industrial labor input indicator based on released provincial statistical data of the whole society practitioners. Secondly, we will select the appropriate TFP measurement methods in terms of provincial and industry panel data respectively, through statistical testing and comparing TFP measurement results. Finally, by analyzing the difference and robustness of TFP index between different data, we will reveal the improvement effect on TFP index estimation of data amelioration.
