近年来，国家提出了北京市产业与人口向河北、天津有序疏解的政策。随着非首都功能疏解工作的稳步推进，北京人口规模调控取得积极进展，由人口疏解所带来的积极影响也正逐步显现，然而首都圈小尺度(县级及街道)的产业(及行业)与空间发展如何？值得研究。课题以新经济地理学等相关理论为基础，采用跨学科综合集成的研究方法，运用首都圈小尺度经济普查和经济社会统计等时空地理数据，系统研究首都圈小尺度(县级及街道)区域产业(及行业)经济效率演进规律，分析小尺度产业(及行业)经济效率演化对首都圈发展格局及其功能的影响；构建区域产业经济效率演进与区域空间优化的理论和实证模型，解析区域产业经济效率演进与区域空间优化的协调路径。课题力求在理论上揭示小尺度产业经济效率演化的同时，进一步揭示其对区域空间结构演化的规律性影响；并模拟及预测其发展趋势。在应用上，为政府出台通过提高产业行业的效率来优化区域空间格局的政策奠定基础。

In recent years, China puts forward a policy that industries and populations in Beijing will orderly transfer to Hebei province and Tianjin province. With the steady progress of the non-capital function easing, Beijing's population scale has made positive progress; and the positive impact brought about by population easing is gradually emerging. However, how the small-scale industry and space develop in Beijing-Hebei-Tianjin (county and street)? Which is worth to take a research. The program, based on the new economic geography and other related theories, will systematically study the economic rule and impact on the capital development pattern and functions of the small-scale industry and business in county and street area, by using the interdisciplinary integrated research method and time and space geographic data, such as the small-scale economic census, and economic and social statistics of the capital circle (Beijing-Hebei-Tianjin). The study will construct theoretical and empirical models of regional industrial economic efficiency evolution and regional spatial optimization; analyze the coordinated path of regional economic efficiency evolution and regional spatial optimization. The subject seeks to reveal the economic efficiency evolution of small-scale industry in theory, further reveals its regular effect on the evolution of regional spatial structure and to simulate and forecast its development trend. In the application, this study aims to provide the basis for the government to make policy that optimizes the regional spatial pattern through improving the efficiency of the industry.
