科技创新成果转化路径与体系研究——以临床医学为例

科技成果转化是创建创新型国家的重要环节，尽管临床医学科技成果在我国科技产出中占有很大比重，但目前对该领域成果转化的研究并不多。本研究从临床医学成果转化过程中如何处理多个利益相关方的利益角度出发，针对成果转化的操作体系建设进行了研究。本课题以问卷调查、深度访谈、前瞻性验证等实证研究为基础，运用管理学、现代数学和经济学等方法开展以下四个方面的研究：（1）当前临床医学成果转化成功案例的路径选择研究；（2）调研临床医学成果转化中参与的利益相关方、各利益相关方利益诉求表现形式和利益分配方式，建立利益相关方多方博弈模型，并实证评价和优化该模型，得到最优因子和参数值的设定；（3）分析易于转化知识产权类型，纳入关系紧密的利益相关方以及优化后的多方博弈模型，构建临床医学成果转化体系；（4）通过实际案例验证所构建的成果转化体系。本研究将为我国推进临床医学科技成果转化提供理论支撑和起到实践指导作用。

Technological achievements and it’s transfer is important to the building of an innovative country. In spite of the recognized status of clinical medicine achievements transfer among the overall, the academics have not put equivalent attention on the study and research of this field. Starting from how to deal with the interest of the stake holders in the process of transformation, this research focuses on the framing of operation system of the clinical medicine achievements transfer. Based on questionnaire, in-depth interview, verification and other empirical researches, with the application of multi-disciplines such as management, modern mathematics and economics, this research carries out studies combining quantitative with qualitative analysis in the following four aspects. Firstly,it investigates the paths of successful transfered achievements in clinical medicine. Secondly, it builds the multi-player game model for the stake holders, empirically evaluates and optimizes the model so as to acquire the setting of the optimal factors and parameter values. Thirdly, it analyzes the types of intellectual property accessible to transfer, the most common stake hodlers and quantitation of their interests to set up an operable system in clinical medicine. Finally, it applies the chosen intellectual property cases to the optimal game model for practices, and prospectively verifies the transformation operation system. This research aims to provide theory support and practices guidance to the transformation of the clinical medicine scientific and technological achievements.
