R&D补贴(组合)影响异质企业创新的机理、路径与对策研究

创新对促进经济发展至关重要。在我国R&D补贴政策不断“加码”、创新投入不断增加的大背景下，创新产出却仍处于相对较低的水平。为此，本课题聚焦于R&D补贴政策，深入研究政府R&D补贴(组合)影响异质企业创新的机理、路径与对策。课题首先对我国R&D补贴政策和企业创新活动的现状及问题进行解析，明确研究方向；然后将政府最优R&D补贴(组合)研究融入“新”新经济地理理论的企业异质性分析框架之中，并探寻各式R&D补贴及其组合影响异质企业创新的作用机制与效果；进而结合我国现实情况构建实证计量模型，一方面实证检验理论研究结果，另一方面为政府部门的决策提出与政策制订提供经验证据；最终利用理论和实证结果优化R&D补贴政策体系，从问题、机理、建模、对策四个方面进行系统研究。

Innovation is the driving force to promote economic development. In the context of enhancement of both R&D subsidy policies and innovation input, the innovation output is still at a relatively low level. This project focuses on R&D subsidy policy, and studies the influence of governmental R&D subsidies (combination) on firms’ innovation, the influence path and the suggestions for improving governmental behavior. Firstly, the project analyzes the current situation of firms’ innovation activities and the actual problems of R&D subsidy policy, to clarify the research direction; secondly, we analyze the mechanism and the effect of different kinds of R&D subsidies (including their combinations) on the innovation of heterogeneous firms, by integrating the study of optimal governmental R&D subsidy into “New” New Economic Geography theory; thirdly, we build the empirical econometric models combined with actual situation in China, on the one hand, to test the theoretical results, on the other hand, to provide some empirical evidence regarding the amelioration of policy making; finally, using the theoretical and empirical results, the project will optimize the R&D subsidy policy system, and carry out a systematic study from the aspects of problem, mechanism, modeling and coping strategies.
