农村集体建设用地市场改革形成了一批可复制、可推广、利修法的制度创新成果,但也存在不足:入市条件和范围的限制,“隐形”市场交易仍存在,交易风险较高;产权体系不完善,交易环境不透明,带来较高交易成本;交易规则不健全,市场低效运行。因此,本项目以广东省南海区、浙江省德清县、江西省余江区为例,采用威廉姆森交易成本理论界定农村集体建设用地市场交易成本,构建交易成本测度模型,采用Tobit模型分析交易成本多维度属性对市场交易成本的作用机理。构建不可分三阶段DEA模型测算农村集体建设用地市场效率,识别与诊断效率受到抑制的障碍因子。根据以上研究结果,利用选择实验法(CE)进行市场效率改进的多情景制度动态模拟分析,提出市场制度创新与公共政策供给。对于培育土地为主的农村要素市场,深化农村集体建设用地市场制度改革和推进乡村振兴战略,建立运行有序、成本低廉、制度高效的城乡统一建设用地市场具有重要意义。
英文摘要
The reform of rural collective construction land market has resulted in a series of institution innovation achievement, which can be replicated, popularized and amended. However, there are still some problems: The market entry conditions and trading scope are restricted, which bring about some invisible market transactions. These invisible transactions are with high risks. The property rights system of rural collective construction land market is imperfect. Then the opaque trading environment will happen, and give rise to higher transaction costs. The trading rules are so irregular that the efficiency of market is low..Therefore, this project take Nanhai District in Guangdong Province and Yujiang County in Jiangxi Province as study area, define the rural collective construction land market transaction costs based on Williamson's transaction cost theory, measure transaction cost and use Tobit Model to analyze the internal mechanism of the multidimensional interaction of transaction cost. Then the project utilize Nonseparable Three-Stage DEA Model to calculate the rural collective construction land market efficiency, identify and diagnose the obstacle factors of efficiency inhibition. According to the previous findings, the project use the Choice Experiment (CE) to do scenario analysis on the efficiency improvement of rural collective construction land market, finally give institutional innovation and public policy supply of the rural collective construction land market. The project is meaningful in cultivating rural factor market based on rural land,deepening the institutional reform of rural collective construction land market and promoting the Rural Revitalization strategy. Additionally, the project can provide scientific basis for the establishment of the unified urban and rural construction land market with orderly operation, low cost and high efficiency.
