提升制度质量、培育国际竞争新优势是2018年中央经济工作会议做出的重大战略部署。课题基于新新贸易理论和交易成本理论等理论，以木材加工企业为研究对象，开拓性地梳理影响其国际竞争力的宏观制度因素和行业特有制度因素，进行宏观制度质量和行业制度质量的测度；运用Kaplan－Meier评估法、Cloglog生存分析模型和面板门限模型，考察行业和宏观制度质量对木材加工企业国际竞争力的影响效应，具体是对出口持续时间、出口额、出口质量和国内附加值率等的直接和间接效应，识别木材加工企业应对制度质量高低演变的策略；最后根据研究结论和实地调查访谈结果，提出优化木材加工业制度质量的政策建议。课题率先从制度质量视角探寻中国木材加工业国际竞争力的新来源，将制度质量测度层次由国家（省域）宏观层面下探至行业层面，且将其国际竞争力效应研究从国家和产业层面转向企业层面，弥补以往文献仅关注宏观制度质量之竞争力效应的缺憾。

It is the major strategic plans with improving institutional quality and cultivating new international competitive advantage which made by the Central Economic Working Conference in 2018. Based on the new-new trade theory and transaction cost theory etc., this issue takes wood processing as research object and combs the international competitiveness factors in respect of macro-institution and industry-institution respectively. It explores the impact of wood processing enterprises international competitiveness industrial and macro institutional quality with Kaplan-Meier evaluation method, Cloglog survival analysis model and pannel threshold model. Namely the impact is including the direct and indirect efforts of export duration, export value, export quality and domestic added value in order to identify the strategic for wood processing enterprises. Finally, it put forward the policy recommendations about improving wood processing industry institutional quality. From the perspective of institutional quality, this project takes the lead in exploring the new source of international competitiveness of China’s wood processing industry. What’s more, it measures the institutional quality from the national or provincial level to industry level and turn to the enterprise level, which makes up for the previous literature focusing only on the competitive effects from macro institutional quality.
