农村公共支出的减贫效应不仅一直是学术界关注的热点问题，也是中国城乡融合的区域发展政策研究的核心。虽然空间贫困理论对农村贫困的空间聚集、持久性以及高返贫率具有很强的解释力，但是当前关于农村公共支出减贫效应的研究并没有过多地关注空间贫困视角。课题组的前期研究显示，空间外部性对农村贫困有至关重要的影响。因此，本研究提出如下假说：中国农村存在“空间贫困陷阱”，农村公共支出通过规模维度的周期波动与结构维度的吸收能力作用于空间贫困的减少。本研究将基于空间贫困理论，综合运用理论建模、计量经济学以及地理信息系统等方法，通过构建“空间—减贫—干预”的分析框架，对中国农村“空间贫困陷阱”进行科学识别，完整揭示农村公共支出减贫的作用机制，并在此基础上提出减贫治理的优化路径。这不仅为理解农村公共支出的减贫效应提供一个新的理论视角，同时也为促进城乡融合的农村发展提供精准的政策实施依据。

The poverty reduction effect of rural public expenditure has always been a hot issue in international academic circles, and is of great significance in the research of regional urban-rural integrated development in China as well. Although spatial poverty theory has strong explanatory power for regional poverty and persistent poverty, the poverty reduction effect of rural public expenditure has been rarely examined from the perspective of spatial poverty. Previous studies of our research group have shown that spatial externality has a crucial impact on rural poverty. Therefore, we propose the following hypothesis: there is a "spatial poverty trap" in China's rural areas, and rural public expenditure reduces spatial poverty through cyclical fluctuation in scale and absorptive capacity in structure. Based on the theory of spatial poverty, this study will combine the methods of theoretical modeling, econometrics and geographic information system to construct a "space—poverty reduction—intervention" analytical framework aiming to scientifically identify the "space poverty trap" in rural China and reveal the mechanism of poverty reduction effect of rural public expenditure. On this basis, the optimal path of poverty reduction will be established. The findings are expected to provide a new theoretical perspective for understanding the poverty reduction effect of rural public expenditure, as well as lay a good foundation for policy implementation to promote rural development in an urban-rural integration manner.
