本研究以中国8-11世纪城市水环境治理历史与相关公共管理政策演化为研究对象，利用现代电子数据库平台，通过对唐宋两代正史《水利志》，《食货志》，及《宋会要》、《玉海》等大型历史文献记载的整理分析，系统研究唐长安，北宋汴京两座城市的粮食漕运及水系治理、疏浚历史，城市土地利用，河市税收，拆迁补偿，城市管理等方面措施；通过正史记载的精确数据，统计研究唐宋两代都城漕运总量，主要仓储空间分布，坊里人口密度，城市人口总量测算，以及河道疏浚制度、频率、用工管理制度等方面数据指标;探讨这座中世纪高密度城市水系构成与城市滨水商业、居住、公共园林等不同空间形式发展的互动关系；利用三维空间技术，复原汴京典型城市河道商业空间，河市，桥市、瓦子，及公共园林空间形式；综合研究汴京这一中世纪世界最大都市，在滨水区商业、人居及园林环境规划营造和公共管理政策引导等方面的特色，为当代城市人居滨水环境建设提供规划、管理历史借鉴。

This research takes the historical evolution of waterfront governance and public management policies related to Chinese ancient cities as main object. Using modern electronic database, by searching through the formal records of Tang and Song Dynasty, Water Conservancy Records, Food and Money Records, Song Hui Yao, Yu Hai, History as A Mirror, etc,and other major historical dossiers, systematic researches into history of food supplies water transportation system and related water management, river dredging and maintenance，urban land use，tax of river markets, compensation measures of house resettlement, and other aspects in ancient Changan of Tang Dynasty and Bianjing of Song Dynasty. Through the accurate data from official records, researches into statistic index of the two capital cities, including the total amount of water transport statistics, the distribution of main storage spaces, the building and population density of certain communities, population estimates, river dredging rules, frequency, as well as the labor management system,etc, explores into interactive relationship between river channel composition and the development of waterfront commercial areas, residential areas, public gardens and other different spatial forms in high dense populated medieval Bianjing. Using 3D computer model, reconstructs the typical space forms of waterfront commercial areas, river markets, bridge markets, WA Zi, ie a classical combination of theater,gardens and shopping outlets,and public gardens. By a comprehensive study over the world's largest medieval capital, Bianjing, concludes the characteristics of its planning and construction policies on waterfront commercial, residential areas, and its systematic planned gardens for both private and public, provides historical reference and guidance for contemporary planning and management in city waterfront areas.
