“互联网+”时代高校国防科技人才的核心素养：模型构建、演进机理和培育路径

国防科技人才是推进富国强军战略深入实施的中坚力量。在军民融合发展与“双一流”建设两大战略耦合推进的“互联网+”时代，高校培育国防科技人才的战略地位日益凸显。核心素养是高校国防科技人才选拔、培养、评价、激励和深造等育人活动的理论基础，但已有研究主要停留于理论探讨、经验归纳和基础教育领域，难以为高校国防科技人才培养提供强有力的科学支撑。本项目基于信息技术与高等教育融合视角，采用扎根理论、问卷法、追踪研究、实验设计等方式与方法，系统研究国防科技人才核心素养的理论模型、表现特点和演进机理，并探索“互联网+”背景下核心素养培育路径。项目成果有望丰富核心素养构念和军民融合高等教育理论，为提升高校国防科技人才培养质量、更好满足国防科技工业人才需求提供实证依据，并为构建国防科技人才供需双方目标共同体提供政策建议。

Defense science & technology talents are the backbone in implementing the strategy of enriching the country and strengthening the army. Under the background of the “Internet plus” era, in which the military-civilian integration development strategy is coupled the “Double First-rate” strategy, universities play an increasingly important strategic role in cultivating defense science & technology talents. Key competence is the theoretical cornerstone of all kinds of talents cultivating activities including talent selection, development, appraisal, motivation and further education. However, previous studies mainly focused on theoretical exploration, experience summarizing and on basic education, which are too weak to provide powerful scientific evidences for the educational activities of defense science & technology talents. The project adopts a variety of research methods including grounded theory, survey, longitudinal study and experimental design from the perspective of integrating information technology and higher education. The project is aimed at examining theoretical model of the key competence, its developmental characteristics and evolution mechanism, as well as ways to cultivate the key competence in the era of “Internet plus”. Achievements of the project are expected to enrich both the academic system of key competence and the theories of the military and civilian integration of higher education, which could provide empirical evidences both for improving quality in cultivating defense science & technology talents and for better satisfying the talent demand of national defense industries, as well as for policy-making suggestions for building a target community of supply and demand for defense science & technology talents.
