在我国经济由高速增长转为高质量发展的新形势下,高学历、高技能人才流动对区域协同创新发展的作用日益凸显。然而,现有研究侧重人才分布与创新产出的联系,较少从人才流动的动态视角探讨其对区域协同创新的影响,且忽视了不同人才流动模式的特征差异。本项目针对粤港澳大湾区跨国、跨境、跨省、跨县市等多模式共存的人才流动特点,研究大湾区多模式人才流动的时空动态格局,探明不同人才流动模式的影响因素和作用机制,揭示不同人才流动模式对协同创新的影响及机理,在此基础上构建多层次、多视角的区域协同创新理论框架,阐释以人才为代表的创新要素如何借助不同创新主体强化区域创新联系的动力机制。研究成果将丰富和补充基于中国特有地缘政治背景(三个地区、两种制度)的人才流动理论,为制定相关人才政策提供重要科学依据,对促进大湾区创新资源优化配置、协同创新共同体构建具有重要现实意义,对中国其他地区探索协同创新发展路径也具有指示意义。
英文摘要
China’s economy is in the transition from high-speed growth to high-quality development. Under this new situation, the effects of highly-educated and highly-skilled talent flow on regional synergy innovation become increasingly important. However, existing studies mostly focus on the relations between talent distribution and innovation output, with few studies discussing the dynamic spatio-temporal variation of talent mobility and its impacts on regional synergy innovation. In addition, the possibly different characteristics of various talent mobility patterns have also been largely ignored. Considering that multiple patterns of talents mobility (i.e., transnational, transboundary, cross-provincial, and cross-city) coexisted in the Guangdong-Hong Kong-Macao Greater Bay Area, the current study aims to identify the key factors of regional talent mobility, compare the driving forces of different talent mobility patterns varying across cities, and evaluate the effects of different talent mobility patterns on regional synergy innovation. On this base, a multi-level and multi-perspective theoretical framework of regional synergy innovation is proposed to shed light on how innovation elements (such as talent) strengthen the regional innovation connection and network via different innovation objects or communities. This study shall greatly enrich and supplement the regional talent mobility theory based on China's distinct geopolitical background, namely, “three regions” and “two systems”. It will also provide an important theoretical basis for formulating regional innovative talent policy, promote optimal allocation of innovation resources, construct regional synergy innovation community, and provide significant implications for other regions in China to achieve synergy innovation.
