全球价值链演进下云南-澜湄流域产业链构建与升级：机理与路径研究

近年全球价值链（GVC）区域化、片段化特征显著，参与GVC国际分工成为广大发展中经济体实现工业化的重要手段。但是，由于“高端回流、低端锁定”，发展中经济体亟需构建区域产业链，实现当地生产当地消费，为产业升级与经济发展创造条件。对发展滞后的中国云南与周边澜湄流域尤其如此。本课题基于GVC演进视角，引入社会网络刻画中国东部沿海、云南与澜湄国家产业的核心-边缘结构，测度该地区参与GVC的生产分割程度与产业技术关联，构建能力矩阵剖析FDI溢出效应与企业学习行为，结合宏观空间结构、中观产业关联与微观企业行为，厘清该地区嵌入GVC进程中区域产业链的构建机理，研判企业集群-产业集聚-产业升级-区域创新之升级路径，提出云南如何通过深化与澜湄国家产业合作，摆脱自身产业发展困境，实现转型升级的具体策略。本课题将为GVC的区域案例研究提供新实例，为解决发展中经济体国际分工地位攀升提供理论依据。

The current feature of Global Value Chains(GVC) can be epitomized as regionalization and fragmentation. Participating in GVC has become an important means to achieve industrialization in a vast developing economy. Developing countries and regions should urgently construct the regional industry chains to break through the constraint ”High-end Reshoring, and low-end Lock”, to achieve independent supply and local consumption. Establishing Regional Industry Chain could create conditions for industry upgrading and economic development, which can be significantly applied in Yunnan and Lancang-Mekong River Basin. Based on the perspective of the evolution of GVC, this research detects the core-peripherystructure among eastern coast of China, Yunnan Province and Lancang-Mekong River Basin. The degree of production fragmentation and technical inter-relatedness of GVC participation in those areas are measured by social network analysis. A capability matrix is introduced to demonstrate the FDI knowledge spillover effect and local firm’s learning behavior. The aim of this research is to illustrate the construction mechanism of regional value chain in this area by analyzing the spatial structure in macro-aspect, industry correlation in middle and firm behavior in micro. The optimization path of industry upgrading in Yunnan through the cooperation with Lancang-Mekong countries can be revealed through the path: firm’s agglomeration-industry cluster-industry upgrading-regional innovation. This research will show a new case study in regional value chain and the theoretical gist of upgrading in international fragmentation for developing economy.
