作为新时代国家治理的重要议题，中国基本公共服务发展战略亟待从增加投入和产出转向提升服务质量。这既是高质量发展的根本要求，也是解决新时代社会主要矛盾的重要抓手。本项目基于新时代国家治理现实需要，探究促进公共服务质量提升的财政机制。项目通过某省公共教育和医疗卫生服务提供者和消费者深度访谈和分层抽样调查，匹配CFPS入户调查数据，综合Servqual和Hybrid方法，Critical Incident Technique测度出公共教育和医疗卫生服务质量及其县际差异，利用分类需求估计和Compensating Variation方法测度两类公共服务质量差异对其受益分配影响，再利用半参数复合分位回归、ZIP模型，以及Cameiro-Heckman程序分解出公共服务动机和受益分布对公共服务质量的作用机制，在此基础上，配合关键事件分析，重点探究提高公共服务动机和均衡公共服务受益的财政激励机制。

As an important issue of national governance in the new era, China's basic public service development strategy urgently needs to shift from increasing input and output to improving service quality.This is not only the fundamental requirement of pushing forward the structural reform of supply side in the new era, but also the outstanding manifestation of the problem of insufficient and unbalanced development in the new era.This project is based on the actual needs of national governance in the new era, and is committed to exploring financial mechanisms to promote the quality of public services.Through in-depth interviews with providers and consumers of public education and health services and stratified sampling survey in a province, matching CFPS household survey data, using Servqual and Hybrid method and Critical Incident Technology，the project will measure the qualities of public education and health services and their inter-county differences. On this basis, the project will use classified demand estimation and Compensating Variation method to measure the benefits of two public services.Furthermore, The impact of public service motivation and public services benefits distribution on public services qualities will be analyzed by using semi-parametric composite quantile regression, ZIP model and Cameiro-Heckman program. Finally, with the analysis of Critical Incidents, the fiscal incentive mechanism for improving public service motivation and equalizing public service benefits is to be explored.
