改革开放以来,中国各具特色的产业集聚区不断涌现,并成为中国经济增长的重要引擎,然而高污染、高耗能企业的集聚对环境也产生了较大的负面影响。作为一把双刃剑,产业集聚对环境影响具有复杂性,也使得产业集聚区的环境污染治理变得更加困难。事实上,信息不对称是造成环境治理困难的一个重要原因。互联网的开放性、交互性以及实时性可以减少信息不对称,使互联网成为推动环境治理现代化和环境管理转型的重要手段。本项目拟以大数据、云计算、工业企业数据库与中国地级市的匹配数据为研究对象,通过宏观与微观数据的匹配以及指标体系的构建,计算中国地级市产业集聚多样化、产业集聚专业化以及互联网发展水平,将在探明地区产业集聚与互联网发展对环境污染影响和作用机制的基础上,根据不同地区的数据特征进行实证分析,构建“互联网+产业集聚+环境治理”的发展模式,为产业集聚利区用互联网减少环境污染、发展绿色经济的需要提供科学依据。

Since the beginning of the reform and opening-up, a variety of industrial agglomeration has emerged in China and become an important driving force for China's economic growth. Practice has proved that although industrial agglomeration plays an important role in promoting regional economic growth and innovation ability, it also has a great negative impact on the environment. It is worth noting that the economically developed areas are also the areas with relatively serious ecological environment damage. Industrial agglomeration has two different directions of influence, which leads to the complexity of the impact of industrial agglomeration on the environment, and also makes the environmental pollution treatment of industrial agglomeration more difficult. In fact, information asymmetry is an important reason for the difficulty of environmental governance. The openness, interactivity and real-time of Internet make up for the deficiency of environmental management by reducing information asymmetry. The Internet has become an important means to promote the modernization of environmental governance and the transformation of environmental management. On the basis of existing industries and technologies, the Internet has also created a new industrial ecology, injecting new impetus for industrial upgrading and economic development. In this project, the matching data of mass data, cloud computing, industrial enterprise database and China's prefecture level cities will be taken as the research object. Through the matching of macro and micro data and the construction of index system, the industrial agglomeration diversification, industrial agglomeration specialization and Internet development level of China's prefecture level cities will be calculated. On the basis of ascertain the impact and mechanism of industrial agglomeration and Internet development on environmental pollution, the project will build a development mode of and “Internet + industrial agglomeration + environmental management”. It provides a scientific basis for the need of using Internet to control environmental pollution and develop green economy in industrial agglomeration areas.
改革开放以来,中国各具特色的产业集聚区不断涌现,并成为中国经济增长的重要引擎,然而高污染、高耗能企业的集聚对环境也产生了较大的负面影响。作为一把双刃剑,产业集聚对环境影响具有复杂性,也使得产业集聚区的环境污染治理变得更加困难。本项目自2021年启动以来,在项目负责人郝宇教授带领下,研究团队以可持续发展为目标,对产业集聚、环境污染、互联网发展开展了多项定量分析,明确了可持续发展目标下的集成研究框架设计,对环境污染、经济增长与互联网发展之间存在的动态反馈关系开展机理研究和实证研究、政策模拟。课题执行期间公开出版《城市可持续发展:国际经验与中国道路》。题目为国家战略腹地和关键产业备份建设推进情况、面临的困难问题及对策建议的政策报告被中央办公厅采纳。项目负责人以第一作者/通讯作者发表包括国际高水平SCI/SSCI包括Journal of Business Ethics, The Energy Journal, Ecological Economics等高水平国内外期刊论文60篇,总他引次数超过1000次。
