高质量发展下地方政府环保与土地政策的协调机制与优化路径研究

环境规制和土地管理是地方政府发展的调节工具，而经济高质量发展下稳妥处理环境保护与土地资源之间的冲突并使其协调发展成为地方政府亟需解决的问题。本项目聚焦地方政府执行环保政策和土地政策中的协调优化问题开展研究，具有一定的研究价值。本项目首先分析影响地方环境污染和土地违法违规行为的主要因素，采用DID模型分析中央土地督察对地方政府的环境污染效应，采用Fuzzy RDD模型分析中央环保督察对地方政府的土地违法效应，并分别研究土地督察和环保督察的异质性效应；然后，建立经济高质量发展下的3E1L1S复合系统，采用PSR模型、改进的CRITIC-G1法和耦合系数模型度量环保政策与土地政策的协调度；最后，构建符合高质量发展和组合政策协调性的优化目标体系，基于CGE框架构建多目标规划模型，研究提出地方政府协调执行环保与土地政策的优化路径，为地方政府实现土地资源利用与环境保护的协调发展提供理论参考和实践指导。

Environmental regulation and land management are tools for local government development. In the context of high-quality development, properly handling the conflict between environmental protection and land resources and making it a coordinated development has become an urgent problem for local government. This project focuses on the coordination and optimization of the implementation of environmental protection policies and land policies by local government, and has significant research value. This project will first analyze the main factors affecting local environmental pollution and land violations, use difference-in-differences method to analyze the environmental pollution effect from land inspection on local government, and use fuzzy regression discontinuity design method to analyze land illegal effect from environmental protection on local government, and study the heterogeneous effects of land inspection and environmental protection inspection. Then, this project will establish a 3E1L1S composite system under high-quality development, and use the PSR model, improved CRITIC-G1 method and coupling coefficient model to measure the coordination between environmental protection policies and land policies. Finally, this project will build an optimized target system that meets high-quality development and the coordination of the combined policies, build a multi-target planning model based on the CGE framework, and propose the optimized paths for local government to coordinate the implementation of environmental protection and land policies. This project can provide theoretical reference and practical guidance to achieve coordinated development between land resource utilization and environmental protection for local government.
