黄河流域既是中国重要的生态屏障和经济地带,也是打赢脱贫攻坚战的重要区域。在生态文明建设与快速城镇化进程中,黄河流域面临发展与保护的双重压力,生产、生活、生态空间冲突日益加剧,厘清“三生”空间功能冲突时空格局及权衡调控具有重要现实意义,也是地理学、土地科学研究的热点问题。但目前土地多功能视角下的土地利用空间冲突演变规律与调控机制研究仍较为薄弱。本项目立足于黄河流域生态保护与高质量发展的战略需求,着眼于功能权衡视角,引入权衡决策方法,以黄河流域山东段为例,综合集成统计、调查、遥感等多源数据及3S技术、空间统计、地理探测器等方法模型,构建栅格尺度的土地利用空间冲突识别与诊断方法体系,揭示黄河流域山东段“三生”空间功能冲突的时空演变规律及驱动机制,提出冲突权衡的“三生”空间功能冲突差异化调控策略。本研究可满足黄河流域生态保护与高质量发展的迫切需求,为黄河流域山东段国土空间规划与优化开发提供参考。
英文摘要
As a key area to win the battle against poverty, the Yellow River Basin is an important ecological barrier and economic zone in China. It plays a significant role in the socioeconomic development and ecological security in China. In the process of ecological civilization construction and rapid urbanization, the Yellow River Basin is facing the double pressure of development and protection, and the conflict between production, living, ecological space is intensified. It’s of great practical significance to clarify the spatio-temporal pattern and trade-offs mechanism of production, living, ecological functional conflict in Yellow River Basin, which is also a hot topic in geography and land science. However, it’s still weak in the study of evolution characteristics, formation mechanism and regulation mechanism of land use spatial conflict under land use multifunctional framework located in Yellow River Basin. It’s urgent to strengthen the research on the methods and theoretical system of diagnosis and regulation of land use spatial conflict in Yellow River Basin. Based on the strategic needs of ecological protection and high-quality development of the Yellow River Basin, the trade-off decision method is applied to explore the evolution characteristics and regulation mechanism of land use spatial conflict from the perspective of functional trade-offs. Taking Shandong section of the Yellow River Basin as study area, the integration of multi-source data such as statistical data, investigation data, remote sensing data and the methods of 3S technology, spatial statistics and geographical detector is used to establish the method system of the identification and diagnosis of land use spatial conflict at grid scale, and analyze the spatio-temporal pattern, evolution characteristics and driving mechanism of production, living, ecological functional conflict. Based on the above analysis, the differentiated regulatory strategies of production, living, ecological functional conflict will be put forward from the perspective of conflict trade-offs . This study can not only meet the urgent needs of ecological protection and high quality development in the Yellow River Basin, but also provide a reference for the planning and optimization of land space in Shandong section of the Yellow River Basin.
黄河流域既是中国重要的生态屏障和经济地带,也是打赢脱贫攻坚战的重要区域。在生态文明建设与快速城镇化进程中,黄河流域面临发展与保护的双重压力,生产、生活、生态空间冲突日益加剧,厘清“三生”空间功能冲突时空格局及权衡调控具有重要现实意义,也是地理学、土地科学研究的热点问题。本项目综合实地调研、数理模型、空间分析等技术方法,以黄河流域、黄河流域山东段、黄淮海地区、山东省等地区为例,进行土地利用冲突识别与分区调控研究。结果表明:(1)“三生”空间功能(适宜性)冲突是生产、生活、生态主导功能(适宜性)的空间竞争、重叠与错配,可以分为生产-生活功能(适宜性)冲突、生产-生态功能(适宜性)冲突、生活-生态功能(适宜性)冲突和生产-生活-生态功能(适宜性)冲突。(2)土地利用冲突类型与冲突强度时空异质性显著。经济发展与生态保护双重约束下,土地利用冲突主要分布于城市边缘地区、水陆过渡、农牧交错等过渡地带。(3)未来不同情景下土地利用结构及土地利用冲突格局同异并存。发展情景(自然发展、经济发展情景)建设用地扩张明显,冲突程度较高;生态保护情景与协调发展情景土地利用冲突强度下降,是缓解土地利用冲突的合理选择。(4)土地利用冲突时空分异主要受到自然环境、地理区位、社会经济、区域政策等因素的共同影响。各驱动因素的交互作用呈双因子增强和非线性增强效应。(5)引入权衡决策方法,从土地资源配置、产业结构调整、人口空间布局、经济发展转型等方面提出差异化的土地利用冲突分区调控策略。本项目在理论上扩充了土地利用冲突识别与诊断研究的框架与方法,丰富了全球土地研究计划的典型案例;在实践中可为国土空间规划及国土空间综合治理提供决策支撑,也可为区域土地政策调整提供建议。
