This paper identifies 2 main types of policy analysis (partial analysis and comprehensive analysis) and defines how to analyse the actors involved in the policy process by applying a model which allows: for the identification of major actors; their position in relation to the policy; how they are mobilized; and the correlation of power among them and their possible alliances and coalitions.
