Failure to conceive the problem in this way, at least implicitly, leads Bernstein to view the policy problem as one of finding a suitable resting place on the single dimension of restrictiveness or liberality of policy with respect to investment and control by foreigners. Mineral policy has so many dimensions, however, that it seems to me to be feasible to design policy that avoids situations that stimulate strong xenophobic demands and that at the same time will reduce the uncertainty facing privately owned companies, with a consequent reduction in the size of the rewards required to induce their participation in the game. Study of the history of the Mexican mining industry from this point of view would provide many object lessons in lost opportunities.
