budgets should be increased to pay for the improved services that taxpayers want. The United States has a more decentralized, fragmented process, in which individual providers make decisions about the care to be offered and individual payers decide which therapies will be reimbursed for which patients. Economics does not prescribe how to settle conflicts over resource allocation but rather provides a framework for conceptualizing the problem of resource allocation and a set of tools to use in setting priorities. Economic and accounting tools can be applied in medicine to answer 2 major questions:(1) What is the cost of a particular type of care or episode of care?(2) Are the health benefits produced by this care in reasonable proportion to their costs?
