We present specific-heat data of ${\mathrm{K}}_{2}$Pt(CN${)}_{4}$${\mathrm{Br}}_{0.3}$\ensuremath{\cdot}3.2(${\mathrm{D}}_{2}$O) in the temperature range from 0.1 to 30 K. We analyze various contributions in excess to that of phonons and relate them to the presence of a charge-density wave (CDW) in this quasi-one-dimensional compound: low-energy excitations, predominant below 0.5 K with a temperature dependence in ${\mathit{T}}^{0.5}$, and an excess ${\mathit{C}}_{\mathit{p}}$/${\mathit{T}}^{3}$ contribution centered around 7 K that we ascribe to phase-mode excitations of the CDW. The phonon contribution follows a slightly subcubic variation in ${\mathit{T}}^{2.8}$, revealing a large anisotropy in the force constants. Contrary to the case of other charge-density-wave compounds, no aging effects in the energy relaxation were detected.
