The topological characteristics of a power system are addressed first, and a new method is developed to evaluate the importance of a node based on the concept of regret.A method for selecting the best restoration path is next developed by finding the path with maximized average importance. Then,a two-stage strategy is employed to optimize the network reconfiguration process. In the first stage, the start-up sequence of generating units is determined by maximizing the restored generation capacity, and then the serial or parallel restoration mode can be selected based on the restoration state of the power system. In the second stage, the path with maximum average importance is selected to restore the generating unit concerned. The possible failure to connect a transmission line to the power system is also considered. The problem in the existing methods that the restoration paths and skeleton-network are determined separately could then be solved at least to some extent using the method proposed, and a new approach is obtained for restoring the power system after a complete blackout or local outage. Finally, the New England 10-unit 39-bus power system is employed to demonstrate the feasibility of the proposed method.
